Conservation is defined in the revised 2019 National Planning Policy Framework (NPPF) which states that this is the ‘process of maintaining and managing change to a heritage asset in a way that sustains and, where appropriate, enhances its significance. In promoting a residential development adjacent to a listed building – the former Regional Seat of Government in a nuclear bunker!
